Firstly, in case if you click on 'Need more help' on the login page you will now required to enter the email address and phone number.

Suppose the hackers changed the contact information you can ask Instagram to send a six digit code on the email address that you used originally to sign up for the app.

It has also a feature wherein the username will remain locked for a period of time.
